With summer vacation bringing a liberating sense of freedom, South Korea's youth are being exposed to toxic, commercialized weeds growing in our downtown areas. The Seoul Metropolitan Government's (SMG) Special Judicial Police Division recently announced a joint enforcement sweep with the Seoul Metropolitan Office of Education and the police from August 3 to 28. Their target: youth-prohibited businesses such as Holdem pubs and room cafes. While this news is reassuring, it leaves a bitter taste. It is proof of how deeply our neighborhoods have been contaminated by predators preying on the youth.
Can a month-long seasonal crackdown completely root out these cunning, shape-shifting businesses? We have repeatedly seen the cycle: owners temporarily close up shop or hide their signs during active enforcement periods, only to resume operations once the heat dies down. We must move beyond superficial, seasonal crackdowns and deliver administrative and judicial death blows to these greedy businesses that treat children as mere cash cows.
Gambling and Secretive Rooms Targeting Teenagers: The Shameless Reality
The rapid expansion of "Holdem Pubs" (establishments combining card games with bar settings) in recent years has directly exposed teenagers to gambling and speculative behaviors. Although the government officially designated these venues as youth-restricted zones in May 2024, many operators continue to bypass ID checks, using youths to fill seats at gambling tables.
Similarly, "Room Cafes"—spaces designed as private rooms complete with beds and televisions—have deteriorated into hotbeds of physical misconduct and premature sexual behavior among minors. Despite a clear ban on youth access issued in April 2023, these venues continue to disguise themselves as standard cafes near college campuses and busy commercial districts, tempting adolescents inside.
Their sole motivation is clear: to squeeze money out of children¡¯s pockets. This selfish commercialism, which shows absolute disregard for the mental well-being of the younger generation, is a cancer on our community.
Flawed Judicial Penalties: Slap-on-the-Wrist Fines Only Fuel the Fire
Under the Youth Protection Act, admitting or hiring youth in prohibited businesses is punishable by up to two years in prison or a fine of up to 20 million KRW. Selling harmful substances like alcohol or cigarettes to minors carries a sentence of up to three years in prison or a fine of up to 30 million KRW.
However, the judicial system routinely hands out minor fines or suspended sentences. This leniency leads unscrupulous owners to scoff, "Even if we pay a few thousand dollars in fines, the profits we make from letting teenagers in are far greater."
The government must amend current legislation to introduce a nationwide "One-Strike Out" policy, immediately closing down any business caught violating these laws even once. To prevent operators from dodging closures by reopening under someone else's name, the government must ban similar business operations at the same physical location.
Demanding Nationwide, Zero-Tolerance Policies from the Central Government
We strongly call upon the President Yoon Suk-yeol administration, the Ministry of the Interior and Safety, the Ministry of Gender Equality and Family, and the National Police Agency.
Purging harmful environments from our youths' lives cannot be accomplished solely by a handful of municipal civil servants. This issue must be prioritized as a major national agenda. All local governments across South Korea must align their enforcement schedules, establish year-round monitoring programs, and squeeze out any room for these prohibited businesses to survive.
Simultaneously, active civic reporting is critical. Seoul's whistleblowing program offers up to 200 million KRW for reports that lead to convictions. This program should be expanded nationwide to weave a tight, inescapable web of community surveillance.
Conclusion: For a Nation of Integrity and Common Sense
Our children are the future of South Korea. If we allow them to fall prey to gambling and secretive adult entertainment because of the unbridled greed and negligence of older generations, our future is bleak.
We sincerely hope that this joint crackdown by the SMG, the police, and the education office is not a one-time media event, but rather the spark that ignites a relentless nationwide campaign to dismantle these establishments. It is time to show greedy operators the heavy iron fist of the law. We demand a swift, decisive, and uncompromising resolution from our central government and judicial system.
