[CTN 가금현 발행인 칼럼]충남 서산시가 민선 9기의 힘찬 출발을 알렸다.

서산시는 지난 2일 시청 대회의실에서 '언론인과의 대화'를 개최하고 서산의 미래, 시민과 함께 완성하겠습니다라는 주제로 향후 시정 운영 방향을 공유했다.

이완섭 서산시장은 민선 8기의 주요 성과인 친환경 자원회수시설 준공, 시청사 건립 본격화, 수석지구 도시개발사업 착공 등을 발판 삼아, 민선 9기에는 이를 완성으로 꽃피우겠다는 포부를 밝혔다.

사통팔달 교통망 구축과 신산업 육성을 통한 경제도시, 촘촘한 복지·교육도시, 품격 있는 문화·관광도시, 그리고 비전 있는 희망도시 등 5대 시정 목표는 서산의 미래를 기대하게 만들기에 충분하다.

특히 이번 언론인과의 대화에서 가장 인상 깊었던 대목은 '포용과 협치'의 가능성을 본 점이다.

필자가 이 시장에게 선거 과정에서 치열하게 경쟁했던 두 상대 후보의 공약 중에서도 시민들이 깊이 공감하는 좋은 내용들이 많다.

이를 시정에 적극 반영해달라고 당부했을 때, 이 시장의 답변은 막힘이 없었다.

기획실을 통해 상대 후보들의 공약사항을 이미 검토하도록 했으며, 서산시 발전과 시민을 위해 필요한 것이라면 과감히 수용해 진행하겠다고 조치했음을 밝힌 것이다.

선거가 끝난 후에도 반대편의 목소리를 귀담아듣고 시정에 녹여내겠다는 이 시장의 전향적인 태도는 진정한 통합 행정의 귀감이 될 만하다.

그러나 좋은 계획과 다짐보다 중요한 것은 지속성이다.

이완섭 시장은 더 큰 서산의 미래를 완성하는 데 시민과 항상 함께하겠다며 소통하는 시장이 되겠다고 거듭 강조했다.

이 약속이 취임 직후에만 반짝하는 구호에 그치지 않고, 재임 기간 내내 변함없이 지켜지기를 진심으로 바란다.

아울러 언론을 대하는 태도에 있어서도 '넓은 품'을 보여주길 기대한다.

시정에 비판적이거나 규모가 작다는 이유로 언론사를 차별하지 않고, 모든 언론을 서산시 발전의 동반자로 포용하는 넓은 언론관을 보여주어야 한다.

귀에 쓴 소리일지라도 시민의 목소리로 겸허히 수용하는 시장, 모든 언론을 편견 없이 품어 안는 시장이야말로 민선 9기 서산시를 진정한 '살맛나는 서산'으로 만드는 원동력이 될 것이다.

시민들은 이 시장이 재임 내내 보여줄 소통의 깊이와 포용의 크기를 눈여겨볼 것이다.

[Publisher's Column] Seosan City Sets Sail for the 9th Local Democracy: Anticipating Integrated Governance and Open Media Relations
Seosan City, South Chungcheong Province, has announced a powerful start for the 9th terms of elected local government. On the 2nd, Seosan City held a "Dialogue with Journalists" in the city hall's main conference room to share its future administrative direction under the theme, "We will complete the future of Seosan together with our citizens."
Mayor Lee Wan-seop expressed his ambition to bring fruition to the foundations laid during the 8th term—such as the completion of the eco-friendly resource recovery facility, the full-scale construction of the new city hall, and the initiation of the Suseok District urban development project. The city's five major administrative goals—including building an economic city via comprehensive transportation networks and new industries, a tight-knit welfare and education city, a high-class culture and tourism city, and a visionary city of hope—are well-designed to raise expectations for Seosan's future.
Notably, the most impressive part of this dialogue was the glimpse of potential for "inclusion and bipartisan cooperation." When this writer requested Mayor Lee to actively reflect the well-received campaign pledges of his two rival candidates into the city administration, the Mayor gave a clear and prompt response. He stated that he had already instructed the planning department to review the rivals' pledges, ensuring that anything beneficial for the development of Seosan and its citizens would be boldly accepted and implemented. Mayor Lee's proactive attitude to listen to the opposing side even after the election serves as an exemplary model of "integrated governance."
However, what matters more than good plans and promises is "sustainability." Mayor Lee repeatedly emphasized his commitment to being a communicative mayor, stating, "I will always stand with the citizens to complete a greater future for Seosan." I sincerely hope that this promise does not end up as a temporary slogan right after taking office, but remains unchanged throughout his entire tenure.
Furthermore, I look forward to seeing a "broad embrace" in his approach to the media. The city leadership should demonstrate a fair and open perspective on journalism, embracing all media outlets as partners in Seosan’s development without discrimination based on critical stances or company size. A mayor who humbly accepts bitter medicine as the true voice of the citizens and embraces all media without prejudice will be the driving force making Seosan a truly vibrant city. Citizens will closely watch the depth of communication and the scale of inclusion that Mayor Lee demonstrates throughout his term.
