Bringing the unified headquarters here is the only fair and logical answer.¡±
If the price a community pays for quietly enduring decades of environmental pollution to supply the nation¡¯s electricity is regional extinction and economic ruin, then no citizen will ever trust government policies again.
The desperate appeal made by Taean County Governor Yoon Hee-shin during his recent press conference is the collective cry of all 60,000 residents of Taean. The merger of the state-run power generators may be an inevitable administrative step, but the decision on where to place its unified headquarters must be made through the lens of historical contribution, the scale of damage, and regional survival. Without a doubt, Taean must be at the very top of that list.
The Triple Whammy Threatening Taean¡¯s Existence
The reality currently facing Taean is nothing short of catastrophic. Having endured severe environmental restrictions and health hazards for decades to fuel South Korea¡¯s industrial growth, the bill Taean has received in return is devastatingly cruel.
First, the largest scale of coal-fired plant shutdowns in the nation. Out of the 10 coal-fired power units in Taean, Unit 1 was already decommissioned late last year, and Units 2 through 8 are scheduled to shut down sequentially by 2037. On top of this, Units 9 and 10 are facing premature closures.
Second, a complete lack of alternative energy plans. While other regions are securing transition projects, Taean currently has zero confirmed plans for alternative power plant construction.
Third, the looming departure of the county¡¯s economic lifeline. If Korea Western Power (KOWEPO) leaves Taean during the consolidation process, Taean County will instantly lose 26 billion KRW in local tax revenue—which accounts for a staggering 44% of its total budget. The sudden exodus of over 3,200 power plant and subcontractor employees, along with their families, will trigger a devastating domino effect, collapsing the local commercial sector.
Taean ranks 99th nationwide in the regional development index, making it the most vulnerable among all competing municipalities. Furthermore, its economic dependence on the power industry stands at a whopping 23%. If the government¡¯s pledge to resolve regional disparity and combat population decline is genuine, Taean is the exact place where federal intervention is most urgently needed.
A Fully Prepared Hub: Preventing the Waste of Taxpayer Money
Even from a strictly economic and efficiency standpoint, Taean is the most practical choice.
Taean already houses the state-of-the-art KOWEPO headquarters, large-scale employee residential complexes, and a fully established power industry infrastructure. There is absolutely no need to waste taxpayer money purchasing new land and constructing new buildings elsewhere. Taean is a fully prepared cradle that can host the unified headquarters immediately and seamlessly, minimizing any additional financial burden on the government.

Snatching the headquarters away now under the cold guise of "economic efficiency" would be a harsh betrayal of a community that trusted and served the state.
We urge you to make a bold decision for the future and survival of Taean:
Formally designate Taean as the location for the unified headquarters of the five power companies.
Actively support the establishment of decentralized energy industries so Taean can build a self-sustaining future.
Expand social overhead capital (SOC) and transportation networks, and swiftly implement the regional differential electricity rate system.
This is not a plea for special treatment. It is a demand for "the minimum right to survive" and a "Just Transition" for a region that sacrificed the most for the country.

As the region bearing the heaviest burden of the national energy transition, Taean is both the most damaged victim and the most prepared hub. Bringing the unified headquarters here is the only fair and logical answer.¡±
If the price a community pays for quietly enduring decades of environmental pollution to supply the nation¡¯s electricity is regional extinction and economic ruin, then no citizen will ever trust government policies again.
The desperate appeal made by Taean County Governor Yoon Hee-shin during his recent press conference is the collective cry of all 60,000 residents of Taean. The merger of the state-run power generators may be an inevitable administrative step, but the decision on where to place its unified headquarters must be made through the lens of historical contribution, the scale of damage, and regional survival. Without a doubt, Taean must be at the very top of that list.
The Triple Whammy Threatening Taean¡¯s Existence
The reality currently facing Taean is nothing short of catastrophic. Having endured severe environmental restrictions and health hazards for decades to fuel South Korea¡¯s industrial growth, the bill Taean has received in return is devastatingly cruel.
First, the largest scale of coal-fired plant shutdowns in the nation. Out of the 10 coal-fired power units in Taean, Unit 1 was already decommissioned late last year, and Units 2 through 8 are scheduled to shut down sequentially by 2037. On top of this, Units 9 and 10 are facing premature closures.
Second, a complete lack of alternative energy plans. While other regions are securing transition projects, Taean currently has zero confirmed plans for alternative power plant construction.
Third, the looming departure of the county¡¯s economic lifeline. If Korea Western Power (KOWEPO) leaves Taean during the consolidation process, Taean County will instantly lose 26 billion KRW in local tax revenue—which accounts for a staggering 44% of its total budget. The sudden exodus of over 3,200 power plant and subcontractor employees, along with their families, will trigger a devastating domino effect, collapsing the local commercial sector.
Taean ranks 99th nationwide in the regional development index, making it the most vulnerable among all competing municipalities. Furthermore, its economic dependence on the power industry stands at a whopping 23%. If the government¡¯s pledge to resolve regional disparity and combat population decline is genuine, Taean is the exact place where federal intervention is most urgently needed.
A Fully Prepared Hub: Preventing the Waste of Taxpayer Money
Even from a strictly economic and efficiency standpoint, Taean is the most practical choice.
Taean already houses the state-of-the-art KOWEPO headquarters, large-scale employee residential complexes, and a fully established power industry infrastructure. There is absolutely no need to waste taxpayer money purchasing new land and constructing new buildings elsewhere. Taean is a fully prepared cradle that can host the unified headquarters immediately and seamlessly, minimizing any additional financial burden on the government.

The reward for such sacrifice must not be abandonment. It has been only ten years since KOWEPO relocated to Taean and integrated into our community. Snatching the headquarters away now under the cold guise of "economic efficiency" would be a harsh betrayal of a community that trusted and served the state.
We urge you to make a bold decision for the future and survival of Taean:
Formally designate Taean as the location for the unified headquarters of the five power companies.
Actively support the establishment of decentralized energy industries so Taean can build a self-sustaining future.
Expand social overhead capital (SOC) and transportation networks, and swiftly implement the regional differential electricity rate system.
This is not a plea for special treatment. It is a demand for "the minimum right to survive" and a "Just Transition" for a region that sacrificed the most for the country.
The Unyielding Resolve of 60,000 Citizens
Taean has already launched the "Pan-Citizen Promotion Committee for Attracting the Unified Power Headquarters to Taean," uniting the County Governor, County Council, civic organizations, local business owners, and public official unions. The fight of our 60,000 residents to protect their livelihoods will now spread like wildfire.
The retirement of coal plants must not mean the retirement of our community. Until our righteous demands are met, we will mobilize every ounce of our collective strength. We strongly urge the federal government and President Lee Jae-myung to deliver a warm, fair, and decisive resolution.
The unified headquarters must be in Taean.
