In response to prolonged sluggish domestic consumption aggravated by geopolitical risks in the Middle East, Seoul has dramatically increased this year¡¯s budget by 90.5% to a total of 2.468 billion won (up from the initial 1.295 billion won).
The beefed-up budget will be heavily channeled into district-wide joint marketing and consumer incentive programs. Since data shows that daily average sales of stores accepting Onnuri Gift Certificates are about 26% higher than non-affiliated stores, the city plans to leverage these discounts to slash consumer living costs while driving foot traffic back to small storefronts.
Making Alleyways Easy to Find: Introducing Temporary Signage Support
The newly introduced "Temporary Facilities Operation Support" is a field-oriented initiative designed to improve the visibility and recognition of neighborhood shopping areas.
Support Details: Mobile information stands, temporary photo zones, suction-cup flag banners, and streetlamp banners.
Background: This reflects a preliminary survey conducted in late April across Seoul's 225 alleyway shopping districts, where 82% of respondents (166 out of 202 districts) expressed a strong need for better district visibility.
First Round of Applications Opens May 29, Granting Up to 40 Million Won
The Seoul Metropolitan Government and the Seoul Credit Guarantee Foundation will accept applications for the first round of the "2026 Alleyway Commercial District Fostering Support Project" from May 29 (Fri) to June 12 (Fri). Out of this year's total target of 75 districts, 50 will be selected early during this round to accelerate economic recovery in the first half of the year.
Eligibility: Fully designated alleyway shopping districts within Seoul as of the closing date (Joint applications by adjacent districts are permitted).
Exclusions: Districts currently participating in Seoul's Local Brand Commercial District Project or the Ministry of SMEs and Startups' Promising Alleyway Project.
Funding: Selected districts will receive between 20 million and 40 million won for joint marketing, depending on their size.
How to Apply: Submit the application form and business plan via registered mail or in person to one of the 25 comprehensive support centers of the Seoul Credit Guarantee Foundation.
Lee Hae-seon, Director General of the Labor and Domestic Livelihood Bureau at the Seoul Metropolitan Government, stated, "If last year was about laying the groundwork to expand Onnuri Gift Certificate usage, this year is about building accessible, thriving commercial districts where citizens can shop easily.
