[영천/CTN]이수현 기자= 정유찬 영천시농업기술센터 소장이 교육 개최 소회를 밝히며 "이상기후 등으로 농업 여건이 매우 어려운 상황이지만, 이번 교육이 마늘 재배농가의 안정적인 생산과 소득 증대에 실질적인 도움이 되길 바란다"라며 "앞으로도 현장 수요에 맞춘 농업인 교육을 지속적으로 확대해 나가겠다"라고 밝혔다. 경상북도 영천시(시장 최기문)는 농업기술센터 강당에서 관내 마늘 재배농가 150여 명이 참석한 가운데 마늘 재배기술 교육을 개최했다고 8월 11일 발표했다.
영천시에 따르면 이번 교육은 이상기후에 따른 농가 피해를 예방하고 영천 마늘의 고품질 생산과 경쟁력을 강화하기 위해 마련됐다.
강사로 초빙된 이종태 경상남도농업기술원 양파마늘연구소장은 토양 관리부터 파종과 수확까지의 기후 대응 기술을 전달했다. 이어 한국마늘연합회 권혁정 사무총장이 마늘 의무자조금 제도에 대해 설명하며 농가 권익 보호와 산업 발전 방향을 공유했다고 덧붙였다.
이처럼 폭염과 폭우 등 이상기후로 시달리는 마늘 재배 농가를 위해 외부 전문가를 초빙하여 최신 재배 기술 정보를 제공하고 자조금 제도를 안내한 것은 농가 경쟁력 제고 차원에서 필요한 시도로 볼 수 있다.
다만 기후 변화로 인한 생산량 감소와 영농비 증가로 고통받는 농민들을 강당에 모아놓고 단발성 강의를 들려준 것을 두고, 마치 지자체가 이상기후 대책을 완벽히 추진한 것처럼 포장하는 것은 전형적인 생색내기 행정이라는 지적을 피하기 어렵다. 강당 교육이라는 보여주기식 행사에 골몰할 것이 아니라, 이상기후로 인한 마늘 생육 부진 피해에 대해 직접적인 농가 재해 보상금을 확대하고 토양 개량제 및 파종 기계화 장비 지원 등 농가가 현장에서 당장 체감할 수 있는 실질적인 영농 지원책이 우선되어야 할 것으로 보인다.
