Incheon Metropolitan City (Mayor Chan-dae Park) announced that it recently completed the 'Gyosanchon Flood-Prone Area Improvement Project' stretching across Yangsa-myeon in Ganghwa-gun.
According to the city, the project targeted flood prevention against severe rainfall and typhoons.
Budgeted at 31.5 billion KRW (2.5 billion state funds, 29 billion municipal funds), the seven-year project widened a 3.25-kilometer section of the river from 10–40 meters to 35–40 meters while replacing four bridges. The city added that following the Dongrakchon project, it is preparing integrated river improvement initiatives for Seunggichon and Jangsucheon targeting completion by 2029.
While expanding river capacity and reinforcing embankments in Ganghwa-gun offers a plausible narrative for mitigating seasonal flood risks, skepticism remains.
Critics argue that framing a project that dragged on for seven years with massive municipal spending as a major administrative victory borders on showmanship. Rather than relying on celebrations of delayed concrete engineering, the city needs practical measures, such as routine dredging of riverbeds and automated sluice gate management that residents can rely on during flash floods.
