[익산/CTN]최동주 기자= 최정호 익산시장이 22일 김윤덕 국토교통부 장관을 전격 면담한 자리에서 "이번에 추진하는 현안들은 단순히 익산 한 도시를 넘어 전북특별자치도 전체의 산업 경쟁력을 한 단계 끌어올릴 핵심 성장축이다"라며 "중앙부처는 물론 지역 정치권과 긴밀히 공조하며 시민이 체감할 수 있는 실리적 성과를 반드시 가져오겠다"라고 밝혔다. 익산시는 미래 산업 지도를 바꿀 철도망 확충과 도로 개설, 공공기관 유치 등 핵심 현안을 국가 계획과 내년도 정부 예산안에 관철시키기 위해 전방위 총력전에 돌입했다고 발표했다.

최 시장은 주무 부처 장관을 직접 만나 3개 분야 5개 핵심 현안 사업에 대한 정부 지원을 요청했다. 익산시는 호남선, 전라선, 장항선이 교차하는 서남부권 철도 교통의 거점이자 새만금과 전주를 잇는 중심지라는 점을 전면에 내세우며 '익산역 광역 교통 허브 구축' 기본구상 용역비의 국비 반영을 강력히 촉구했다. 또한 '전북권 광역철도'와 '국가식품클러스터 인입선' 사업이 국토부의 '제5차 국가철도망 구축계획'에 포함되도록 행정력을 집중하고 있다.

도로 인프라 분야에서는 서부내륙고속도로 2단계(부여~익산) 구간의 내년 조기 착공과 '동익산역 진입도로 개설사업' 국비 반영을 건의했다. 아울러 정부의 '2차 공공기관 지방 이전'에 발맞춰 교통망과 국가식품클러스터, 그린바이오 벤처캠퍼스 등 기존 인프라를 바탕으로 중점 유치 대상 공공기관을 익산으로 끌어오기 위한 유치 활동을 병행하고 있다.

이처럼 지자체장이 과거 중앙부처 이력을 앞세워 관내 대형 SOC 사업과 공공기관 유치를 위해 주무 부처를 직접 찾아가는 것은 대외적인 행정 추진력을 보여주는 명분으로 평가된다.

다만 국토부 계획 반영이나 조기 착공 요구가 구체적인 재원 확보 대책이나 실현 가능성 검증 없이 거창한 사업들을 나열하는 방식에 그칠 경우, 선거용 수식어나 정치적 쇼에 불과하다는 비판을 피하기 어렵다. 과거 인맥이나 단판성 면담에 의존하는 보여주기식 건의를 넘어 실질적인 결실을 맺으려면, 정부의 재정 여건에 맞춘 사업 우선순위 조정과 구체적인 경제성 입증 등 현실적인 실행 대안이 마련되어야 할 것으로 보인다.
