[해양경찰청/CTN]가요진 기자= 장인식 해양경찰청장 직무대행이 22일 "이번 대회는 인공지능 기술이 현장에 적용될 수 있는 접점을 확대하는 의미 있는 도전이었다"라며 "참가팀들의 창의적인 아이디어가 실제 현장에 구현되어 국민이 체감할 수 있는 혁신적인 서비스로 이어지길 기대한다"라고 말했다. 해양경찰청은 실질적인 인공지능 전환(AX) 성과를 창출하기 위해 지난 5월 18일부터 40여 일간 진행한 '2026 해양경찰청 AI 경진대회'를 성황리에 마무리했다고 밝혔다.
올해 처음 개최된 이번 대회에는 개발·활용 부문 28개, 아이디어 기획 부문 27개 등 총 55개 과제가 접수되며 높은 관심을 모았다. 1차 서면 평가를 거쳐 10개 과제가 엄선됐으며, 현장 활용성과 혁신성을 핵심 기준으로 지난 9일 진행된 2차 발표평가를 통해 최종 3개 우수과제가 최종 선발됐다.
발표 무대에서는 생성형 AI와 공공데이터를 융합한 현장 맞춤형 과제들이 대거 등장했다. 영예의 최우수상(1등)은 서귀포해양경찰서 진우람 경사의 'AI 기반 지능형 불법 어업 예측·표적화 분석 시스템'이 차지했다. 우수상(2등)은 다양한 해양 데이터를 한곳에서 모아보는 제주해양경찰서 신진섭 경사의 '바다, 그날의 신호' 앱이 선정됐으며, 장려상(3등)은 포항해양경찰서 김용빈 경사의 'AI 기반 선박 항적 데이터 분석을 통한 1인 조업선 위험 경보 시스템'에 돌아갔다.
해양경찰청은 이번에 선발된 우수과제들이 일회성 아이디어에 그치지 않도록 과학기술정보통신부가 주최하는 전국민 AI 경진대회 진출과 AI 해커톤 참여 등 후속 지원을 아끼지 않을 방침이다. 나아가 관련 부서와의 협업을 통해 현장 실증 사업 및 행정서비스 고도화 작업과 직접 연계한다는 계획이다.
이처럼 현장 경비 파출소와 함정의 일선 근무자들이 직접 발굴한 AI 아이디어를 행정 및 해상 치안에 접목하려는 시도는 공공분야 인공지능 전환의 실효성을 극대화하는 신선한 시도로 평가받는다.
다만 아무리 뛰어난 기술과 아이디어라 하더라도 실제 해상 치안 현장의 기존 경비 데이터베이스와 원활히 연동되지 못하면 실방위 업무에서 외면받을 위험이 크다. 단순 대회 수상에 머물지 않고 결실을 맺으려면 개발된 시스템을 실제 경비함정과 파출소 현장에 조기 적용해보는 실증 단계를 대폭 강화하고, 일선 해양경찰관들의 피드백을 실시간 반영할 수 있는 전담 통합 유지보수 체계 등의 대안이 마련되어야 할 것으로 보인다.

The Excellence Award went to Officer Jin-seop Shin of the Jeju Coast Guard for his customized marine data app 'Sea, Signal of the Day,' while the Encouragement Award went to Officer Yong-bin Kim of the Pohang Coast Guard for his '1-Person Fishing Vessel Danger Warning System via AI Track Data Analysis.'
The Korea Coast Guard plans to expand follow-up support by providing opportunities for winning teams to compete in national AI contests and AI hackathons. Furthermore, it intends to link these ideas with field verification and administrative service upgrades in collaboration with relevant departments.
Attempting to integrate AI ideas conceived directly by frontline officers into maritime policing marks a fresh attempt toward maximizing the practical effectiveness of public sector digital transformation.
However, no matter how innovative the technology is, it risks being sidelined if it fails to integrate smoothly with existing maritime patrol databases. To achieve lasting success beyond mere competition awards, the Coast Guard must strengthen early-stage field testing on patrol vessels and establish concrete policy alternatives, such as a dedicated maintenance and real-time feedback system for frontline officers.
