김병삼 영천시장은 "고향사랑기부제에 동참해 주신 농협정보시스템 임직원 여러분께 깊이 감사드린다"며 "소중한 기부금은 시민들이 체감할 수 있는 사업에 소중히 사용하겠다"라고 밝혔다.

하지만 유관 기관이나 협력 기업 중심의 '단체 기부'가 일회성 이벤트나 생색내기식 행사에 그치지 않으려면 내실 있는 제도 운용이 필요하다는 지적이 나온다. 기부금 액수를 늘리는 것에만 매몰될 경우, 정작 기부자가 체감하는 지역 변화나 자발적 재기부 유인책이 부족해질 수 있기 때문이다.

지역사회에서는 단순히 기부금을 모으는 단계를 넘어, 모인 기획 기금의 사용처를 투명하게 공개하고 청년 정주 여건 개선이나 의료·복지 인프라 확충 등 시민 삶의 질을 실질적으로 바꾸는 '핀포인트 프로젝트'를 선제적으로 제시해야 한다는 목소리가 높다.

However, critics point out that group donations driven by affiliated organizations or partner companies must go beyond one-off ceremonial events. If local governments focus solely on increasing total donation figures, they risk failing to provide transparent follow-ups or incentives for repeat voluntary donations.

Local experts emphasize that beyond collecting funds, Yeongcheon City must transparently disclose how the money is spent and proactively design targeted projects—such as improving living conditions for youth or expanding healthcare infrastructure—to create tangible benefits for residents.
