We will do our best to ensure that the project meets the public's expectations." The government forestry audit authority has completely activated a multi-stage special inspection governance to block the spread of pine wilt disease, which is intensifying due to climate change, and to eradicate chronic sub-standard construction and illegal activities at control sites.

The Korea Forest Service announced on the 17th the results of the first on-site total inspection conducted on control project sites, including species conversion for 2026, establishing a step-by-step inspection framework to improve the quality of the pine wilt disease control project and strengthen on-site management. This inspection system is operated in such a way that sub-standard project sites are detected through a primary self-inspection involving local governments and on-site special officers, and then a central inspection team composed of the Korea Forest Service and the Korea Forest Disaster Safety Technology Institute conducts a secondary intensive investigation to take strict judicial action. As a result of the primary inspection, in which a total of 689 personnel were injected, the inspection of 1,528 sites, or 90% of the total 1,692 control target areas, was completed. In this process, a total of 79 sites (39 species conversion sites and 40 general control sites) that violated control guidelines or showed sub-standard construction were detected in bundles. In particular, two project sites under the jurisdiction of Local Government A were caught violating the law by illegally harvesting and damaging broad-leaved trees without permission, and judicial processing under the 'Act on the Creation and Management of Forest Resources' is under review. In addition, 48 sites violating control guidelines, such as retaining small branches, and 27 sites requiring correction, such as inadequate drainage system installation and omission of dead trees, were confirmed. The Service added its political ambition to order urgent emergency measures for sub-standard project sites ahead of the rainy season, while introducing the 'Species Conversion Project Pre-Suitability Review System' during the second half of the year and fully activating the public control quality reporting function through the Smart Forest Disaster App.

The move where the central authority institutionalized a total inspection system for control sites based on organic cooperation between local governments and private specialized institutions, and politically attempted to establish the policy discipline of control projects by bringing out judicial processing cards beyond simple administrative guidance, is interpreted as a highly effective administrative case in terms of forest resource protection. In particular, screening preemptively risk factors such as sub-standard drainage systems ahead of the rainy season in summer to match urgent emergency measures, and laying the backbone of preventive administration by fully expanding capacity-building education for responsible public officials and companies from the second half of the year highlights the reflection of the Korea Forest Service's well-structured political external control capabilities.

However, some critics point out that this inspection result merely shows a cross-section of how sub-standard and out-of-control the pine wilt disease control project, into which tens of billions of won of budget are injected every year, has been carried out in the field, and that the Korea Forest Service is focusing only on publicizing post-mortem total investigations. This is because severe violations of the law, such as illegally harvesting broad-leaved trees without permission, were openly committed in the species conversion project funded by state funds, and consecutive violations of basic guidelines, such as retaining small branches or omitting dead trees, proof that the practical on-site supervision framework was in a completely non-functioning state. They put forward textbook measures such as public reporting through smartphone apps or expanding post-education, but a practical guideline to solve the structural job and fiscal mismatch problem that causes sub-standard construction—such as the chronic lack of workforce and unit price slashing of field control companies—was not presented at all. If a practical strong penalty system, such as securing the independence of on-site supervision or permanent exclusion (one-strike-out) of violating companies, is not preceded, an administration that simply forms a central inspection team to repeat one-off crackdowns runs a high risk of failing to block the vicious cycle of pine wilt disease rampaging again after the rainy season. Accordingly, the Korea Forest Service should not be satisfied with presenting performance-style figures of 90% inspection completion, but should urgently promote practical enforcement decree amendments that can strengthen the legal binding force of the pre-suitability review system to be introduced in the second half of the year, while severely punishing local governments and control companies that carried out unauthorized logging.
