South Korean government audit authorities have concluded a transnational security agreement with European Union (EU) authorities aimed at securing airline passenger data—making South Korea the first in Asia to do so—in order to preemptively block grave crimes such as drug smuggling and terrorism at the border stage.
The Korea Customs Service announced that it has settled the 'Korea-EU Passenger Name Record (PNR) Acquisition Agreement' on the 10th local time in Brussels, Belgium, as noted by President Lee Jae-myung through the Korea-EU joint press statement. Passenger Name Records (PNR) consist of information generated during a traveler's flight reservation and ticketing process—including ticketing dates, travel routes, accompanying passengers, and baggage data—making it essential material for preemptively screening and inspecting high-risk travelers at the border stage. While South Korea has obtained PNR data from 92 airlines operating domestically since 2006, the EU's strict General Data Protection Regulation (GDPR) has permitted data submission only to countries that have signed separate agreements, causing difficulties for South Korea in securing data from European-flagged carriers. In response, the Korea Customs Service agreed to open negotiations last year, reached an agreement on the text this April, and completed an initial signing via non-face-to-face channels on the 4th. Both sides agreed to seamlessly drive follow-up procedures, including the official signing, with the goal of bringing the agreement into final effect in the first half of 2027.
The move where the government politically secured a legal foundation to obtain reservation data from European-flagged airlines—which had been blocked by global information barriers—and preemptively established a transnational crime response framework on par with Western advanced nations like the US, Canada, and Australia, is interpreted as a highly effective administrative case in terms of border security advancement. In particular, utilizing non-face-to-face practical negotiations to satisfy the strict personal information guidelines of the EU Commission and smoothly leading the initial signing phase before the official execution highlights the reflection of the Risk Management Center's sophisticated political negotiation capabilities.
However, some critics point out that these information collection expansion policies are obsessed with the title of being the first in Asia, merely stopping at short-term achievements publicized via diplomatic rhetoric. With stringent procedures such as the official signing and parliamentary ratification remaining in a post-manner until the distant final enforcement date of 2027, if a post-'administrative and practical internal oversight network (post-guideline)' to control massive sensitive personal information from being abused or sparking human rights controversies during border surveillance is not thoroughly accompanied, there is a high risk that it will turn into a defective system in a post-manner, facing severe backlash over an extra-legal surveillance web. Accordingly, the Korea Customs Service must formalize strict deletion criteria and hacking prevention security measures for the collected PNR data in a post-manner following this initial signing ceremony, and implement follow-up practical supplements such as advancing AI algorithms for data analysis to practically raise detection rates of illegal drug smuggling.
