“쓰레기 더미 대신 삶의 희망을”... 천안시, 저장강박 가구에 ‘심리·주거’ 통합 처방

[천안/CTN]강현수 기자 = 천안시가 주거 공간을 폐기물로 가득 채운 채 사회적 고립 상태에 놓인 저장강박 의심 가구를 대상으로 주거 환경 개선과 정신건강 케어를 결합한 입체적 지원에 속도를 내고 있다. 이는 단순한 물리적 청소를 넘어 대상자의 심리적 치유를 통해 무너진 일상을 근본적으로 복원하려는 시의 강력한 의지가 담긴 행정이다.
시는 지난 13일 저장강박으로 인해 주거 환경이 극도로 악화한 가구를 발굴해 맞춤형 통합 서비스를 제공하고 있다고 밝혔다. 저장강박은 물건이나 쓰레기를 버리지 못하고 쌓아두는 행위로, 악취와 해충 발생은 물론 화재 위험과 이웃 간 갈등을 야기하는 복합적인 사회적 난제로 꼽힌다. 시는 일찌감치 2020년에 천안시 저장강박 의심가구 지원 조례를 제정하며 공공의 개입 근거를 확보했으며, 이를 바탕으로 청소, 방역, 상담을 아우르는 통합 지원 시스템을 가동해왔다.
지원 현황을 살펴보면 지난 2020년부터 지난해까지 총 58가구에 1억 2,500만 원의 예산을 투입해 주거 환경을 개선했다. 올해도 현재까지 8가구에 2,300만 원을 추가 지원하며 총 66가구의 새로운 출발을 도왔다. 특히 서북구 부성2동의 한 사례는 원룸 입구까지 생활폐기물이 차올라 현관문을 열기조차 힘들고 거주자가 오물 위에서 생활할 만큼 심각했으나, 시의 단계적 폐기물 정비와 정신건강 상담 연계를 통해 안정적인 일상을 되찾는 성과를 거뒀다.
일회성 지원에 그치지 않는 사후 관리 체계도 견고하다. 시는 지난 9월 두리장애인복지회와 업무협약을 맺고 정기적인 무료 생활 방역 서비스를 제공하는 등 재발 방지에 주력하고 있다. 또한 읍면동 행정복지센터와 정신건강복지센터, 민간 봉사단체가 협력하는 상시 모니터링 체계를 구축해 대상자가 다시 고립되지 않도록 밀착 관리하고 있다.
윤은미 복지정책국장은 "저장강박 가구 지원은 단순히 쌓인 물건을 치우는 것을 넘어 대상자의 삶을 다시 세우는 과정"이라며 "앞으로도 대상자 중심의 지원 체계를 더욱 강화해 나가겠다"고 밝혔다.
저장강박은 더 이상 개인의 습관 문제가 아닌 공공이 적극적으로 개입해야 할 복지 영역이다. 천안시가 보여준 민관 협업 중심의 통합 지원 모델이 소외된 이웃의 주거권을 보장하고 지역 공동체의 결속력을 다지는 실질적인 이정표가 될 것으로 확신한다.

[Cheonan/CTN] Reporter Kang Hyun-su = Cheonan City is accelerating three-dimensional support that combines housing environment improvement and mental health care for suspected hoarding households living in social isolation with their living spaces filled with waste. This is an administration that reflects the city's strong will to fundamentally restore collapsed daily lives through psychological healing of the subjects beyond simple physical cleaning.
On the 13th, the city announced that it is identifying households whose housing environment has extremely deteriorated due to hoarding and providing customized integrated services. Hoarding, the act of being unable to throw away and accumulating items or trash, is considered a complex social challenge that causes odors and pests, as well as fire risks and conflicts between neighbors. The city secured a basis for public intervention by enacting the 'Cheonan City Ordinance on Support for Suspected Hoarding Households' as early as 2020 and has been operating an integrated support system encompassing cleaning, disinfection, and counseling.
Looking at the support status, a total of 125 million KRW was invested in 58 households from 2020 to last year to improve the housing environment. This year, an additional 23 million KRW has been provided to 8 households so far, helping a total of 66 households make a new start. In particular, a case in Buseong 2-dong, Seobuk-gu, was so serious that it was difficult to even open the front door due to household waste piled up to the entrance of the studio apartment, and the resident was living on top of filth. However, the result was a return to a stable daily life through the city's phased waste removal and linkage with mental health counseling.
The follow-up management system, which does not end with one-time support, is also solid. The city is focusing on preventing recurrence by signing a business agreement with the Doori Welfare Center for the Disabled last September to provide regular free daily disinfection services. In addition, it is closely managing subjects so they do not become isolated again by establishing a regular monitoring system in cooperation with Eup/Myeon/Dong administrative welfare centers, mental health welfare centers, and private volunteer groups.
Yoon Eun-mi, Director of the Welfare Policy Bureau, stated, "Supporting hoarding households is a process of rebuilding a subject's life beyond simply clearing away accumulated items," and added, "We will continue to strengthen the subject-centered support system in the future."
Hoarding is no longer a problem of individual habits but a welfare area in which the public must actively intervene. It is certain that the integrated support model centered on public-private collaboration shown by Cheonan City will become a practical milestone in guaranteeing the housing rights of marginalized neighbors and strengthening the solidarity of the local community.
