시는 충남여성장애인연대 천안시지회와 손잡고 상지 기능 장애 등으로 전등 조작에 어려움을 겪는 중증장애인을 대상으로 AI 음성인식 전등스위치 지원사업 참여자를 모집한다고 15일 밝혔다. 이번 사업은 단순한 편의 제공을 넘어 장애인들의 독립적인 생활권을 보장하고 삶의 질을 실질적으로 끌어올리기 위한 복지 행정의 일환이다.
이번에 보급되는 AI 음성인식 스위치는 인터넷이나 와이파이, 별도의 앱 설치가 필요 없는 독립형 기기라는 점이 특징이다. 복잡한 설정 없이 음성 명령이나 리모컨만으로 간편하게 조명을 제어할 수 있으며, 특히 통신비나 별도의 월 사용료 부담이 전혀 없어 경제적 취약계층도 유지비 걱정 없이 사용할 수 있는 것이 큰 장점이다.
지원 대상은 총 128명으로, 시는 기초생활수급자와 차상위계층을 우선 선정해 복지 사각지대를 최소화할 방침이다. 대상자로 확정되면 전문 설치업체가 각 가정을 직접 방문해 거실이나 침실 등 사용자가 원하는 위치에 스위치를 설치해 주는 원스톱 서비스를 제공한다.
신청을 희망하는 대상자는 주소지 읍면동 행정복지센터를 통해 접수할 수 있으며 세부적인 상담은 충남여성장애인연대 천안시지회를 통해 가능하다. 시 관계자는 "기술의 진보가 장애인들의 일상 속 불편을 제거하는 실질적인 도구가 되어야 한다"며 "앞으로도 장애인이 체감할 수 있는 맞춤형 기술 복지 서비스를 지속적으로 발굴하고 확대해 나갈 방침이다"라고 강조했다.

The city announced on the 15th that it is recruiting participants for the "AI Voice-Recognition Light Switch Support Project" for the severely disabled who have difficulty operating lights due to upper limb functional disabilities, in cooperation with the Cheonan branch of the Chungnam Association of Disabled Women. This project is part of a welfare administration aimed at guaranteeing independent living rights and substantially improving the quality of life for the disabled, beyond simple convenience.
The AI voice-recognition switches to be distributed are stand-alone devices that do not require the internet, Wi-Fi, or the installation of separate apps. Lighting can be easily controlled with just voice commands or a remote control without complicated settings. In particular, a major advantage is that there are no communication fees or separate monthly usage fees, so the economically vulnerable can use them without worrying about maintenance costs.
The target of the support is a total of 128 people, and the city plans to minimize welfare blind spots by prioritizing basic livelihood security recipients and the near-poor. Once selected, a professional installation company will visit each home and provide a one-stop service to install switches in locations desired by the user, such as the living room or bedroom.
Those wishing to apply can do so through the Eup, Myeon, or Dong administrative welfare center of their residence, and detailed consultations are available through the Cheonan branch of the Chungnam Association of Disabled Women. A city official emphasized, "The progress of technology should be a practical tool to remove inconveniences in the daily lives of the disabled," and added, "We will continue to discover and expand customized technology welfare services that the disabled can truly feel."
