천안시는 13일 시청에서 ‘2026년 상반기 천안시 지역치안협의회 정기회의’를 개최했다.
[천안/CTN]강현수 기자 = 천안시가 최근 심각한 사회적 문제로 부상한 관계성 폭력과 고독사 문제를 해결하기 위해 민·관·학의 역량을 총집결하며 지역 사회 안전망을 더욱 촘촘히 재설계한다.
시는 지난 13일 시청에서 2026년 상반기 천안시 지역치안협의회 정기회의를 개최하고 시민 안전을 위협하는 핵심 현안에 대한 실효성 있는 대책을 집중 논의했다. 이번 회의에는 경찰과 소방서, 고용노동지청 등 유관 기관은 물론 이·통장협의회, 주민자치연합회, 대학교수 등 지역 사회를 대표하는 민·관·학 전문가들이 대거 참석해 머리를 맞댔다.
이날 협의회는 특히 관계성 폭력의 선제적 예방과 조기 개입의 중요성에 주목했다. 참석자들은 가정폭력이나 데이트 폭력 등 관계 속에서 발생하는 폭력이 돌이킬 수 없는 피해로 이어지지 않도록 피해자 보호 프로그램을 강화하고, 재발 방지를 위한 관계기관 간의 유기적인 협조 체계를 이전보다 더욱 공고히 하기로 결의했다.
또한 사회적 고립과 경제적 결핍이 원인이 되는 자살 및 고독사 문제에 대해서도 심도 있는 진단이 이뤄졌다. 시는 고독사가 단순히 개인의 문제가 아닌 복합적인 사회적 요인이 작용하는 사안인 만큼, 보건과 복지 그리고 치안을 아우르는 관계기관 연계망을 전방위적으로 확대해 예방 체계의 실효성을 높여 나갈 계획이다.
회의 의장을 맡은 김석필 천안시장 권한대행 부시장은 “치안과 안전은 어느 한 기관의 노력만으로는 완결될 수 없는 만큼 관계기관 간의 긴밀한 소통과 협력체계를 더욱 강화하겠다”라며 “모든 시민이 일상 속에서 안심하고 생활할 수 있는 안전한 도시 환경을 조성하는 데 시의 모든 행정력을 집중하겠다”고 강조했다.
지역 사회의 안전은 사후 처리가 아닌 선제적 예방에서 판가름 난다. 이번 치안협의회를 통해 구축된 강력한 민·관·학 연대 시스템은 범죄와 소외로부터 시민을 보호하는 든든한 방파제가 될 것이며, 천안이 대한민국을 대표하는 안전 선도 도시로 자리매김하는 결정적 동력이 될 것으로 기대된다.

[Cheonan/CTN] Reporter Kang Hyun-su = Cheonan City is redesigning its social safety net by mobilizing the capabilities of the public, private, and academic sectors to address the critical social issues of relational violence and solitary deaths.
On May 13, the city held the first-half 2026 regular meeting of the Cheonan Local Public Safety Council at City Hall to discuss effective countermeasures against key issues threatening citizen safety. The meeting saw a large gathering of experts representing the public, private, and academic sectors, including the police, fire departments, the Ministry of Employment and Labor, the Association of Village Heads, the Residents' Council Union, and university professors.
The council focused particularly on the importance of preemptive prevention and early intervention in relational violence. Participants resolved to strengthen victim protection programs to prevent violence occurring within relationships—such as domestic or dating violence—from leading to irreversible harm and to solidify the organic cooperation system between relevant agencies for recurrence prevention.
Furthermore, an in-depth diagnosis was conducted regarding the issues of suicide and solitary deaths caused by social isolation and economic hardship. Recognizing that solitary death is a complex issue influenced by various social factors, the city plans to enhance the effectiveness of its prevention system by expanding the network of relevant agencies covering health, welfare, and public safety.
Kim Seok-pil, Acting Mayor and Vice Mayor of Cheonan, who chaired the meeting, emphasized, "As public safety and security cannot be completed through the efforts of a single agency alone, we will further strengthen the close communication and cooperation system between relevant agencies. We will concentrate all administrative power on creating a safe urban environment where all citizens can live with peace of mind in their daily lives."
The safety of a community is determined by preemptive prevention rather than post-incident processing. The strong public-private-academic solidarity established through this safety council is expected to serve as a reliable breakwater protecting citizens from crime and alienation, and act as a decisive driver for Cheonan to establish itself as a leading safe city in Korea.
