The controversy surrounding Mayor Kim Chan-sul's first official press briefing is not about the policies he announced. It is about who was allowed to hear them.
Several local and online news organizations were reportedly excluded from receiving invitations, while information was distributed through a limited circle of press representatives. Such a practice raises serious concerns about fairness, transparency, and equal access to public information.
Public information belongs to citizens—not to a select group of journalists.
The media serves as an independent watchdog representing the public's right to know, not as a promotional arm of government. When a local administration allows certain media outlets privileged access while excluding others, it undermines public confidence and weakens democratic governance.
The district's explanation—that invitations were simply relayed through several press coordinators—reveals an outdated administrative culture rather than resolving the controversy.
Modern public administration requires equal treatment of all accredited media organizations.
A single email, text message, or simultaneous online announcement could have ensured that every qualified news outlet received identical information at the same time.
Instead, Daedeok District appeared to rely on an obsolete press-room culture that creates unnecessary divisions among journalists.
Such practices inevitably lead to accusations of favoritism, selective communication, and media discrimination.
This issue is especially significant because Daedeok District faces enormous challenges, including population decline, financial pressure from the new government complex, urban redevelopment, and economic revitalization.
Public trust is therefore more important than ever.
Trust begins with transparency.
Transparency begins with equal access to information.
Without fairness in communication, there can be no genuine public participation.
To restore confidence, the district government should immediately implement institutional reforms:
Notify every registered media outlet simultaneously through official digital channels.
Broadcast all press briefings live and archive videos and documents for public access.
End the practice of relying on unofficial press intermediaries.
Adopt written regulations guaranteeing equal treatment for all media organizations regardless of size or format.
Build a fully transparent digital media communication system accessible to every citizen.
Communication is not a slogan.
It is a system.
Fairness is not a promise.
It is a procedure.
Mayor Kim Chan-sul still has time to correct the course of his administration. But if the doors of information remain open only to a chosen few, the promise of "communication" will remain little more than political rhetoric.
