[CTN 가금현 발행인]민선9기를 시작한 대전광역시 김찬술 대덕구청장이 첫 정책 기자간담회부터 불필요한 논란을 자초했다.

문제는 정책의 내용이 아니다.

정책을 누구에게 어떻게 알렸느냐는 행정의 기본 원칙이 무너졌다는 데 있다.

구청은 미래전략TF 출범과 재개발·재건축 신속 추진, 계족산 관광 활성화, 대덕형 온통대전 2.0, 공공산후조리원 유치 등 굵직한 정책을 발표했다.

그러나 정작 그 정책을 설명하는 첫 자리에는 일부 기자단 간사를 통해서만 참석 안내가 전달됐고, 상당수 지역 언론과 인터넷 언론은 행사 사실조차 알지 못했다.

이것은 단순한 행정 착오가 아니다.

행정이 정보를 특정 창구에 맡기고, 특정 기자단을 중심으로 언론을 구분하는 순간, 행정은 스스로 공정성을 포기한 것이다.

언론은 구청장의 홍보 도구가 아니다.

언론은 구민의 알 권리를 대신하는 공적 감시자다.

그런데도 아직도 일부 기자단이 정보의 문지기 역할을 하고, 행정이 그 구조에 편승한다면 이는 민주행정이 아니라 낡은 기자실 문화의 연장선일 뿐이다.

더 심각한 것은 대덕구의 해명이다.

"일부 간사들에게 부탁했다."

이 한마디는 오히려 문제가 무엇인지 전혀 인식하지 못하고 있다는 사실을 보여준다.

왜 모든 등록 언론사에 동일한 문자 한 통, 이메일 한 통을 보내지 않았는가.

왜 공식 홈페이지와 SNS, 보도자료 시스템을 통해 동시에 공개하지 않았는가.

왜 아직도 특정 기자단이 행정 정보를 전달하는 중간 권력이 되어야 하는가.

오늘날 정보 전달은 몇 분이면 끝난다.

행정이 기술이 없어서 못한 것이 아니라 의지가 없어서 하지 않은 것이다.

이런 방식은 결과적으로 언론을 서열화한다.

출입기자는 되고 인터넷 언론은 안 되고, 기존 매체는 되고 새로운 언론은 안 되는 구조는 이미 시대가 폐기한 권위주의적 언론관이다.

지방자치가 성숙할수록 기자실은 개방되고 브리핑은 공개된다.

언론을 선택하는 행정이 아니라 모든 언론에 동일한 기회를 제공하는 행정이 세계적 기준이다.

그런데 대덕구는 거꾸로 가고 있다.

더욱이 대덕구는 지금 인구 감소와 지역경제 침체, 신청사 건립 재정부담, 도시재생, 재개발 갈등 등 어느 하나 쉬운 문제가 없다.

이런 상황에서 구청장이 가장 먼저 보여줘야 할 것은 화려한 비전이 아니라 신뢰다.

신뢰는 공정에서 시작된다.

공정은 정보의 평등에서 출발한다.

정보가 공평하지 않으면 행정도 공평할 수 없다.

특정 언론에 먼저 알려주고, 나머지는 알아서 취재하라는 방식은 행정 편의주의일 뿐이며, 결국 구민의 알 권리를 침해하는 결과를 낳는다.

더 우려되는 것은 이러한 문화가 계속되면 언론 역시 둘로 갈라진다는 점이다.

행정과 가까운 언론, 멀어진 언론.

초청받는 언론과 배제되는 언론.

이런 구조는 결국 권력을 감시해야 할 언론을 권력에 종속시키는 악순환으로 이어질 가능성이 크다.

행정은 언론을 줄 세우는 순간 가장 소중한 자산인 신뢰를 잃는다.

김찬술 구청장이 진정으로 소통을 말하고 싶다면 지금이라도 시스템을 바꿔야 한다.

첫째, 등록된 모든 언론사에 동일한 시간에 문자와 이메일로 행사 안내를 의무화해야 한다.

둘째, 모든 기자회견과 브리핑는 홈페이지와 공식 SNS를 통해 실시간 공개하고, 보도자료도 동시에 배포해야 한다.

셋째, 특정 기자단 간사를 통한 전달 방식을 즉시 폐지하고 행정이 직접 공지하는 원칙을 세워야 한다.

넷째, 언론사 규모와 성향, 종이신문과 인터넷신문을 구분하지 않는 '언론 평등 원칙'을 행정 규정으로 명문화해야 한다.

다섯째, 모든 브리핑 영상과 자료를 구민 누구나 열람할 수 있도록 디지털 아카이브를 구축해야 한다.

이 다섯 가지는 어려운 일이 아니다.

의지만 있다면 당장 내일부터 시행할 수 있는 최소한의 민주행정이다.

민선9기는 이제 시작이다.

첫 단추를 잘못 끼웠다면 지금이라도 바로잡아야 한다.

소통은 구호가 아니라 시스템이다.

공정은 선언이 아니라 절차다.

그리고 행정의 품격은 누구를 더 가까이했는지가 아니라 누구도 차별하지 않았는가로 평가된다.

김찬술 구청장이 진정 새로운 대덕구를 만들고 싶다면 가장 먼저 버려야 할 것은 낡은 기자단 중심의 권위주의적 언론관이다.

열린 행정은 열린 정보에서 시작된다.

그 문을 닫는 순간, 소통은 이미 끝난 것이다.

Several local and online news organizations were reportedly excluded from receiving invitations, while information was distributed through a limited circle of press representatives. Such a practice raises serious concerns about fairness, transparency, and equal access to public information.
Public information belongs to citizens—not to a select group of journalists.
The media serves as an independent watchdog representing the public's right to know, not as a promotional arm of government. When a local administration allows certain media outlets privileged access while excluding others, it undermines public confidence and weakens democratic governance.
The district's explanation—that invitations were simply relayed through several press coordinators—reveals an outdated administrative culture rather than resolving the controversy.
Modern public administration requires equal treatment of all accredited media organizations.
A single email, text message, or simultaneous online announcement could have ensured that every qualified news outlet received identical information at the same time.
Instead, Daedeok District appeared to rely on an obsolete press-room culture that creates unnecessary divisions among journalists.
Such practices inevitably lead to accusations of favoritism, selective communication, and media discrimination.
This issue is especially significant because Daedeok District faces enormous challenges, including population decline, financial pressure from the new government complex, urban redevelopment, and economic revitalization.
Public trust is therefore more important than ever.
Trust begins with transparency.
Transparency begins with equal access to information.
Without fairness in communication, there can be no genuine public participation.
To restore confidence, the district government should immediately implement institutional reforms:
Notify every registered media outlet simultaneously through official digital channels.
Broadcast all press briefings live and archive videos and documents for public access.
End the practice of relying on unofficial press intermediaries.
Adopt written regulations guaranteeing equal treatment for all media organizations regardless of size or format.
Build a fully transparent digital media communication system accessible to every citizen.
Communication is not a slogan.
It is a system.
Fairness is not a promise.
It is a procedure.
Mayor Kim Chan-sul still has time to correct the course of his administration. But if the doors of information remain open only to a chosen few, the promise of "communication" will remain little more than political rhetoric.
An open government begins with open information.
