The move where the local government refrained from indiscriminate chemical pesticide spraying methods that cause environmental destruction, politically formed a social consensus on an eco-friendly management framework reflecting the ecological characteristics of pests, and institutionalized an administrative governance with academic experts and civic groups to transform fragmented civil complaints into a communication window based on scientific information, is interpreted as a highly effective administrative case in terms of balancing ecosystem preservation and urban public health. Putting forward loose response measures such as 'producing card news' or 'holding consultative meetings' against the massive pest outbreak that paralyzes the entire city runs a lower practical on-site control mobility compared to its plausible justification, showing a severe mismatch with the felt temperature of citizens who want immediate quarantine effects. In particular, a practical fiscal matching roadmap—such as organizing a supplementary budget to operate idle quarantine personnel, providing practical quarantine supplies for vulnerable residential areas within the jurisdiction, or installing eco-friendly insect traps with low toxicity—is missing. Unless a practical technological device—such as operating a powerful mobile quarantine task force at the local government level or building a real-time outbreak map centered on platforms—is preceded, an administration that simply summons 20 people to hold briefings runs a high risk of failing to block the vicious cycle of pests rampaging even further right after the upcoming rainy season and heatwaves.
