Kim Young-hoon, Minister of Employment and Labor, stated, "Technological innovation cannot be sustained upon the sacrifice of any one side. A fairer and more human-centered AI transition will be achieved when we build trust through social dialogue involving workers, employers, and the government." The Ministry of Employment and Labor announced that Minister Kim attended the 114th International Labour Organization (ILO) International Labour Conference held in Geneva, Switzerland, on June 10 (local time) as the chief government delegate and delivered a speech at the plenary session.

In his speech themed 'Human-Centered AI Transition,' Minister Kim declared that the dignity of humans and the value of labor must be placed at the core of policies to ensure that technological innovation leads to quality jobs and the realization of social justice. He shared the preemptive countermeasures being pursued by the South Korean government to prevent the alienation of workers in the process of digital transition with the international community. Specifically, he explained the establishment of legal and institutional frameworks to protect workers in diversified employment forms, including platform workers, and the implementation of the ¡¸Basic Plan for Employment Stability in Industrial Transition¡¹ which supports the stable relocation of workers. He also added measures to advance social safety nets, such as reforming vocational training and lifelong learning systems, strengthening career transition support for the middle-aged, and progressively expanding the application of employment and industrial accident compensation insurance.

In particular, Minister Kim pointed out that the benefits and achievements resulting from the AI transition should not be excessively concentrated on specific corporations or classes. The blueprint argues that a virtuous cycle, where fair distribution leads to reinvestment within the labor market and drives sustainable growth, is the 'new social contract' required in the AI era. He stated, "Although we cannot definitively conclude the answer to the new social contract right now, I believe we can find the answer through the tripartism and social dialogue that the ILO has developed over a long period. In South Korea, we will expand the democracy of the plaza into the democracy of the workplace to complete an authentic K-democracy." He also confirmed that since Korea has grown from a recipient of international assistance to a country sharing experiences and responsibilities, it will cooperate with the ILO to support member states' labor policy capacities and lead relevant discussions by establishing a Global AI Hub.

The government's high-ranking official presenting tripartism as a solution to the rapidly changing digital labor market on the international diplomatic stage, and sophisticatedly translating domestic achievements in building social safety nets to enhance national brand value, is evaluated as a positive political move. In particular, linking the job alienation issue caused by AI adoption with a philosophical discourse on a 'new social contract' to draw consensus from the international community raised the caliber of the policy.

However, unlike such colorful declarations on the international stage, critics point out that inside the domestic labor market, fundamental and deep-seated conflicts among labor, management, and the government—such as the scope of recognizing the worker status of platform laborers and structural adjustments due to industrial transitions—still run parallel, making it look like 'rhetoric for external diplomacy.' For the 'democracy of the workplace' mentioned directly by the Minister not to end up as an empty slogan, authorities must effectively reactivate the rigid discussion framework of the domestic Economic, Social and Labor Council based on the know-how gained from meetings with labor-advanced countries like Spain, France, and the Netherlands during the conference. Only when the government rapidly reflects the values of 'fair distribution and employment stability' promised abroad into domestic guidelines and legislative processes to prove concrete performance indicators will it be able to complete a genuinely human-centered technological transition.
